Can I Take My Rental Car Across Borders?

Yes. Cross-border travel is permitted from Montenegro to Croatia, Bosnia & Herzegovina, Albania, Kosovo, and Serbia. Select the country at booking and the rental agent prepares the documentation, including the Green Card insurance.

What is a Green Card?

A Green Card is an international motor insurance certificate that confirms your vehicle is covered in the country you are entering. It's commonly required when taking a rental car across borders in the region.

  • Where to get it: your rental company arranges this, confirm at booking
  • Countries covered: Croatia, Bosnia, Albania, Kosovo, Serbia

Without a Green Card, border guards will not let you through. Always verify the card covers all countries on your planned route before setting off.

Border Crossings from Herceg Novi

Herceg Novi → Croatia (Debeli Brijeg)

The most popular crossing for Herceg Novi visitors. Debeli Brijeg sits on the E65 coastal road just 15 minutes north of town, the quickest route to Dubrovnik, 30 km away. This crossing gets extremely busy in summer: expect queues of 1-2 hours during peak July and August weekends.

Best times to cross: early morning (before 8am) or late evening (after 8pm). Weekday mornings are significantly quieter than weekends. We recommend leaving the Igalo spa quarter by 7am for a stress-free crossing.

The Kamenari-Lepetane ferry (Verige ferry) shortcuts across the bay narrows, saving approximately 45 minutes compared to driving the full inner bay circuit to reach crossings further south. The most common route starts at Dubrovnik Airport car hire .

Montenegro → Albania

Two main crossings: Sukobin/Muriqan (coastal, near Ulcinj) and Hani i Hotit (inland, near Skadar Lake). The coastal crossing is more tourist-friendly and typically has shorter wait times. Both are approximately 3-4 hours south of Herceg Novi.

Note: Albanian road surfaces and driving culture differ markedly from Montenegro. Drive cautiously, especially on rural roads.

Montenegro → Bosnia & Herzegovina

The main crossing at Šćepan Polje (near Foča) connects to the Tara river canyon area. Via Vilusi from Nikšić offers an alternative. Crossings are generally quiet with minimal wait times outside peak summer.

Montenegro → Serbia

Cross at Dobrakovo on the E65 north of Bijelo Polje. This crossing connects directly to the Serbian motorway network toward Belgrade.

Montenegro → Kosovo

The crossing at Kula (near Rožaje) connects to Peja/Peć. Check with your rental company that Kosovo is specifically included on your Green Card, some policies exclude it.

Tips for Smooth Crossings

  • Have all documents ready before you reach the checkpoint, do not search for them at the window
  • Turn off your engine while queuing (border guards notice and appreciate it)
  • Summer weekends are worst, cross on weekdays wherever possible
  • Debeli Brijeg (closest to Herceg Novi) is the busiest; inland crossings are quieter
  • Keep cash in Euros, useful for tolls and purchases on the Croatian side
  • Check your mobile data plan covers the country you are entering, roaming charges apply

Driving Rules That Change at Borders

Each neighbouring country has slightly different traffic laws. Key differences:

  • Croatia: headlights must be on at all times. Motorway tolls apply (cash or card)
  • Albania: lower speed limits on rural roads. Road quality varies significantly
  • Bosnia: winter tyres mandatory November-April. Carry first-aid kit and warning triangle
  • Serbia: zero-tolerance drink-driving policy. Motorway fees are paid at exit toll booths, you take a ticket on entry and pay per distance at the end
  • Kosovo: drive on the right. International driving permit recommended
